The year witnessed further expansion of broadband services in the Sultanate and spread of traditional voice and data services in hitherto unserved areas. The increased availability of spectrum enabled LTE based mobile services to be available to the consumers as well as the broadband market witnessing higher speed offerings. However, the challenge of reaching out to all the unserved and underserved areas with provision of both basic voice services and much required broadband services still continues.

The TRA continues to enhance the framework to measure, monitor, report and devise interventions to suitably address the issues of enhancing and sustaining competition and ensuring availability of affordable services to the consumers at world class quality. These interventions will suitably address the issues of enhancing sustainable competition and ensuring availability of affordable services to the consumers. TRA continues to balance the expectations of investors in the sector with the end users expectations of maintaining the price and quality levels.

The postal sector regulation is taking shape with the formulation of rules and regulations governing licensing, competition and service quality. The universal postal service obligations are getting CHAIRMAN’S MESSAGE formulated and will be established in consultation with the relevant stakeholders. Service delivery, speed and certainty in provision of services would be the hallmark of performance measurement in the postal services.

The TRA is continuing to work on enabling regulatory framework in terms of access and interconnection regulations which is expected to be implemented by 2015. Keeping pace with the rapid developments in the telecommunications world, the TRA is working towards obtaining approvals to the proposed licensing framework that aims to simplify the licensing regime in the Sultanate; and thus, increase competition under the legal framework in Oman.

I thank the staff and the Executive President of the Organization for their sustained efforts to regulate the sectors fairly and relentlessly. I am thankful for the continued support and visionary guidance of His Majesty in encouraging the ICT sector to serve as a beacon of knowledge in the country gaining recognition towards information society.
