The TRA holds the quality of service in the telecommunication sector in high regard. As such, feedback from customers of telecom services are of great importance to the TRA. While most complaints are resolved without requiring the intervention of the TRA, some problems required TRA’s involvement and the issuance of determinations on those unresolved disputes.
Some of the determinations issued are as follows:
- Determination No. 1/2006 on Mobile Numbering Portability
- Determination No. 2/2006 on Reduction of Rates for International Outbound Calls charged by Omantel to Nawras
- Determination No. 4/2006 on Asymmetric Interconnection Charges
- Determination No. 2/2009 on the dispute between Injaz and Nawras
One facility available for telecom customers is number portability, the service which let subscribers keep their current number regardless of telecommunication service providers. On 18th of October 2005, the TRA held a meeting in the Ministry of Transport and Communication, chaired by H.E. the minister where the issue of Number Portability was addressed. Oman Mobile and Nawras were both given 3 months to implement Number Portability and subsequent meetings on every Wednesday were to be held, chaired by the TRA to record progress on negotiations between the operators. On 30 November, on one such meeting, Oman Mobile and Nawras further negotiated on the Number Portability issue. The TRA, taking into account the arguments and documents put forth by both parties, issued determinations of which are documented extensively in the following document.
On January 2006, Omani Qatari Telecommunications company, operating under the name Nawras, made a submission to the TRA regarding its dispute with Omantel pertaining to the rates being charged by Omantel for International Outbound calls. Both parties (Omantel and Nawras) were both given sufficient opportunities to submit their pleadings and on 1st May 2006, a hearing was held for both operators to negotiate through their authorized representatives. After extensive analysis and consideration of the submitted arguments and documents, the TRA issued the following determination.
On 25th of February 2006, Nawras submitted a form request for Determination by the TRA regarding the dispute concerning asymmetric interconnection favoring Nawras. Nawras was of the opinion that they require protection against the SMP in the telecommunication market, namely Omantel and Oman Mobile. Several requests were made to the TRA and the TRA forwarded a copy of the document to both Oman Mobile and Omantel. The Authority then made decisions, only after carefully considering all arguments and submissions by all parties, of which are available for view in this following document.
