Public Consultation on the Draft Regulation for the Protection of Beneficiaries from Spam and Scam Messages
Overview of the Consultation:
As companies increasingly rely on Short Message Service (SMS) as a trusted channel for communicating with their users for various marketing and promotional activities, there has been a significant rise in unsolicited messages due to improper practices, leading to increased consumer annoyance and a surge in users’ complaints.
In its commitment to ensuring a secure and competitive telecommunications environment and effectively safeguarding the rights of users, the Telecommunications Regulatory Authority (TRA) has deemed it necessary to issue a regulation addressing this issue. Compliance with this regulation will be mandatory for all telecommunications service providers.
Project Objectives:
- Develop a flexible regulatory environment that fosters investment.
- Protect the interests of telecommunications users.
- Ensure that licensees and their contracted companies comply with regulatory requirements in accordance with international best practices.
Key Areas of the Regulation :
- Regulating Spam and Scam SMS in accordance with the proposed regulatory requirements.
- Implementing measures to protect telecommunications users.
- Contracting procedures for licensees with aggregators responsible for SMS services.

Responses and Feedback Submission Deadline:
Kindly submit your responses and feedback on the public consultation document via the online survey by 15/10/2024. The Telecommunications Regulatory Authority (TRA) will review all received responses and feedback, noting that the Authority is not obligated to adopt all comments provided in these submissions.
